A studio charges for a sheet of passport photographs, but the layout itself is arithmetic: fit as many photographs of a fixed size onto the paper as it will hold, leave a small gap, and mark each one so it can be cut out.
An A4 sheet holds 30 passport photographs at 35 × 45 mm, or 90 stamp-size ones at 20 × 25 mm. A 4 × 6 inch sheet — the size most photo labs print — holds 6 passport photographs. The block is centred on the page so the margins match on every side, which makes cutting straight much easier.
A print shop expects 300 dpi. At that resolution an A4 page is 2480 × 3508 pixels, so the photographs stay sharp on paper rather than only on a screen. Choosing a lower setting produces a file that looks fine on the monitor and disappointing on the print.
Add more than one photograph and they are placed in turn — first, second, third, then back to the first. Six people on one A4 sheet gives five copies each, which is usually more useful than thirty copies of one face. Set a count to print fewer than a full sheet.
Each photograph gets a thin outline and corner marks that run out into the gap between photographs. Cut along the corner marks rather than the outline and no line is left on the finished photograph.
Plain light wall, even daylight, no flash, face square to the camera, head and shoulders filling the frame. Nothing on this page can rescue a photograph taken from across a dim room. If the form also needs the name and date printed on the picture, do that with Name & Date on Photo before making the sheet.
Use Actual size or 100% in the print dialog, never Fit to page, or the photographs will come out the wrong size. Photo paper is worth it — plain paper absorbs ink and skin tones go flat. Print one sheet first and measure a photograph before printing more.
Thirty at 35 by 45 mm, or ninety stamp-size photographs at 20 by 25 mm. A 4 by 6 inch sheet holds six passport photographs.

Yes. Add several photographs and they are placed in turn, so six people on an A4 sheet gives five copies of each.
The print dialog was set to Fit to page. Use Actual size or 100% and measure a photograph after printing one sheet.
