Government forms are usually specific and inconsistent about this. Supporting documents are normally wanted as PDF; photographs and signatures are normally wanted as JPG. Caste validity takes documents only as PDF and the photo and signature only as JPG, and refuses either the wrong way round. Read the slot label before converting.
Choose A4 when the result will be printed or when the portal expects a document-shaped page. Choose match the image when the picture is a card or a certificate and you do not want white space around it — a PVC card on an A4 page wastes most of the file on empty paper.
