Setting a size limit changes the file

If the portal caps the combined document, set a limit here. But understand what it costs: reaching a size target means flattening the pages into images. After that the text cannot be selected or searched, and any digital signature is destroyed.

For scanned paper that costs nothing. For a digitally signed PDF — an e-PAN, a DigiLocker certificate — it removes the thing that made the document valid. Merge those without a limit, and if the result is too large, ask whether a scanned copy is acceptable instead.

Order is not obvious to the person checking

Put the pages in the order the form describes them. A verifying officer working through a hundred applications will not hunt for page three. If the form lists identity proof, then address proof, then the certificate, merge them in that sequence.

Nothing is uploaded
