Almost every compression tool takes a file below a ceiling and stops there. Several Indian government portals enforce a floor as well, and that is where uploads fail for reasons nobody expects.
Every revenue-department service — income certificate, domicile, residence, caste certificate, non-creamy layer — takes supporting documents as JPEG or PDF between 75 KB and 500 KB. Both numbers are enforced.
A photograph forwarded through WhatsApp arrives at 40 to 60 KB, because WhatsApp already compressed it once. It is refused for being too small, and the message says only that the size is invalid. People then compress it further, which makes it worse.
